Perhaps one of the most effective preventions of nuclear conflict was expressed years ago by Henry Kissinger. That was the fact that the more interlinked our economies become the less likely we are to witness a major nuclear war. Unfortunately his statement predated the age of possible individual terrorist nuclear terrorist attacks.
