As the home of the European Commission and the European Parliament, Brussels is often considered the “Capital of Europe.” So, you’d think the city’s subway system would reflect the city’s place in the world.     Have you ever smelled New York’s garbage? My image of Brussels was going to get the finest coffee and pastry in the world in the morning and significant amounts of dog doo being hosed off the sidewalks. Is that still happening?
