Sure, it has this capability if the deployed systems are the PAC-3 version of patriot. But first and foremost both the PAC 2 and PAC 3 versions are anti-AIRCRAFT systems. It may be a small difference, but given the long discussion on no-fly zones, I think it is an important point.
