		<description>I heard this on my car radio, and I was yelling the same question in response to Hagel&#039;s critics saying he&#039;s too cautious about using military force: &quot;How can you be too cautious?&quot;  O&#039;Brien&#039;s point about bullets creating enemies was spot-on as well; particularly in the type of counter-insurgency campaigns we&#039;ve conducted in Iraq and Afghanistan.  </description>
