Replying to my own posting, having read up a bit on the SPTT (South Pacific Tuna Treaty) between the U.S. and the island nations of this area on the NOAA (National Oceanic and Atmospheric Administration) website: the SPTT provides for revenue sharing between the US fishing vessels licensed to catch tuna in this area and the parties involved in the treaty. I have yet to learn what percentage of the value of their catch they are sharing with these nations, but I see that this treaty is up for renewal this coming June (after having been extended for the past ten years), at which time some of its provisions might (one would assume) be revised.

It would seem that the businesses licensed to fish in these waters might be willing to do more in order to see to it that "their" resource is not over-fished. What do these businesses pay the PNA countries for the privileges of a license?

The Philippine Fisheries representative, Director Perez, is an important conservationist in the Philippines, and an important partner in marine conservation, esp. when going after violators from the RP [a ridiculously small percentage of the total violators in illegal tuna fishing & trade]. It would be interesting to see more in-depth information.
