Why did the US warn Russia before the recent ISIS attack?

American officials have said that they had warned the Kremlin of an imminent terrorist threat in the days leading up to the March 22 attack that left more than 130 people dead. The World’s Shirin Jaafari tells host Carolyn Beeler this is part of a US policy that requires intelligence sharing in instances where civilian lives are in danger.
